Yup, its turned on that computer.

On the the PS3MS, on the General Configuration tab, input the IP address of the PS3 where is shows "Force IP of the Server"
On the same tab where is shows "Force networking on interface" make sure is shows your NIC and not software loopback.

What OS are you running, if XP you may have manually add the PS3MS in the firewall settings.
Go into your firewall settings and see if the PS3MS is allowed access.
