I have been in Houston or its suburbs for the past 10 years and I can tell you ATT DSL has been solid as a rock for me. I have been in the northwest (Jersey Village), Westchase (Bw 8 and Westheimer) and The Woodlands. Each time my network has been spotless with their highest 6 meg service. You need to get with ATT and see what the problems are for your line.
Now as for their billing ..well...that is just the other end of the spectrum.
