Who plays traffic cop in 1st responder coalition ?
One big issue with the senator's plan is who is going to coordinate all the 1st responder organizations? They will need a traffic cop. Will his plan create another bureaucracy to negotiate which group gets which spectrum in a location? -- Are you happy with your rep in Washington, DC?

The PSST has been selected by the FCC as the Public Safety Broadband Licensee (PSBL) for the 10 MHz of 700 MHz public safety nationwide broadband spectrum. The PSSTs mission is to provide an organizational structure through which decisions of national public safety leadership can guide the construction and operation of an interoperable nationwide public safety-grade wireless broadband network. It is envisioned that the network will be built and maintained by private commercial partners identified as the winner(s) of an FCC-conducted 700 MHz D Block auction, or if there is no auction and the D Block is assigned to the PSBL, commercial partners identified through a PSST-conducted Request For Proposal (RFP) process.
I just searched the FCC database for their "license". Are they using another name?

The licensee would have been the winner of the D block auction if the auction had not failed. The FCC has stated they want to hold another auction while Sen. Rockefeller wants the 10 MHz of D block assigned for public safety use only without an auction and without it being shared with the business that would win such an auction.
reply to DavePR The licensee has not been issued but the FCC has publically stated the PSST is the only group to apply. Since the emmission has not been decided I can see why no listing yet in the database.
It looks like LTE will be the emmision selected because it was recommended by NPSTC which is a group that rep most PS groups.
