Why not!

Apple will have it easier developing a HSPA+ handset than developing a CDMA handset. By offering iPhone through a different wireless carrier, Apple will stick a pin in the balloon of those complaining about the exclusivity of the iPhone to AT&T. Verizon still won't get iPhone right away.

Tmobile in UK may not use same bands as Tmobile in US. And may not need new hardware like a US phone.

Not really, they don't have exclusive deal in the UK since its offered on four other networks.

Different Tmobile radio bands in Europe, and different agreements. Tmobile Europe has had all the flavors of iPhone.
