The licensee has not been issued but the FCC has publically stated the PSST is the only group to apply. Since the emmission has not been decided I can see why no listing yet in the database.
It looks like LTE will be the emmision selected because it was recommended by NPSTC which is a group that rep most PS groups.
reply to DavePR The licensee would have been the winner of the D block auction if the auction had not failed. The FCC has stated they want to hold another auction while Sen. Rockefeller wants the 10 MHz of D block assigned for public safety use only without an auction and without it being shared with the business that would win such an auction.
