SIPRNet handles information classed up to the level of secreta basic level of classification that does not include the most sensitive intelligence information, classed as top-secret or sensitive compartmented information. A former intelligence official said SIPRNet was primarily used for handling the day-to-day business of military operations in Afghanistan. Its used for things like the common operational picture, putting out daily operational orders and all those things, he said. It is not the primary vehicle for intelligence.
The former official added that information passed over the network was sensitive, as it covers everything from orders to move troops to the status of supplies. Much of the information, he added, has a very short shelf lifeand may no longer be relevant after a specific operation is over.
Speculation has centered on how, exactly, the information was passed from a classified network to the World Wide Web.

Congress already agreed to this war when they voted in favor of "Authorization for the Use of Military Force against Terrorists", so war on without need of Congress 'officially' declaring war as all that is needed is for the President to decide (and before the left/right get their knickers in a knot, check the vote as it was pretty much unanimous).
