[Tweak Test] Not getting advertised DL speed for AT&T DSL Pro

I'm not getting the advertised download speed of at least 1.5 Mb/s for AT&T DSL Pro in San Francisco, CA. Here's my information:

1. Tweaks test URL:

2. The fastest of the 3 speed tests:

DSL Reports Flash 8 test, to Los Angeles, CA (Linkline):

DL: 692 Kb/s
UL: 371 Kb/s

Speakeasy test, to San Francisco, CA:
DL: 712 kbps (89 KB/sec transfer rate)
UL: 396 kbps (49.5 KB/sec transfer rate)

Speedtest.net test, to San Francisco, CA (Unwired):

DL: 0.73 Mb/s
UL: 0.41 Mb/s

3. Line quality test URL:

4. Type of Internet connection: DSL
ISP: AT&T

Yes

6. If PPPoE, which one?
Set up in my router (Apple Airport Extreme).

7. Which operating system you use?
Mac OS X 10.5.x and 10.6.x

8. What your advertised speeds are:
AT&T High Speed Internet - DSL Pro
Downstream Speed: 1.5 Mbps - Up to 3.0 Mbps
Upstream Speed: Up to 384 Kbps

9. If your PC is on a network:
On a local area network using a wireless router.

10. NAT router brand and model:
Apple AirPort Extreme with 802.11n

11. How far you are (if using DSL) from the CO (Central Office):
~5800 feet

You have some high latency as shown on the LQT. Read this FAQ and do as it suggests.
