so am I right in thinking that for some reason, outside of your control, your external WAN IP address has become a private address?
This address is normally assigned by your ISP, have you spoken to them about it?
If you have made not changes yourself and have restarted the router too, then I think if I were you I'd pick up the phone and speak to your ISP.

Oh one more thing, those settings for VPI and VCI seem wrong, they should be 0 and 38 I think?
You should check with your provider though.
