Re: 7 people have keys to reboot Internet It's not "keys to the internet", it's only DNS. Important yes, but not essential to communications.
The five-of-seven would have to be assembled only if a disaster struck and took out the key store. And if three of seven died, the damage would be only replacement of the root key - unfortunate and it would impose a lot of cost on DNS operators all over the world, but not unfixable.

Dragonball KEYS.
You've got to search the earth to collect each of the 7 keys to the internet. Once gathered together, you perform the correct chant, and an amazing dragon appears to grant you your wish. You use it to reboot the internet.

1 edit | If you've heard of the game "Garry's Mod," you could easily make such a game mode. Make people join, try and find the keys to the Internet before it destroys the planet for not being rebooted. Though right now in that game, if you want the key to crashing the server (well, two keys) at least, what you need is a server slot, and the Stacker STool.
