You may treat it as a vaccine. Flag 0x400 prevents your computer from running ActiveX component with this particular {CLSID}. It doesn't matter if it's on your computer at this time or it will be there in a future.
If you want to know what it is - make a search for the {CLSID}, rather then for Pst. -- Keep it simple, it'll become complex by itself...
