It's for the workers' safety they do this. I agree with pende_tim  . That's why a const company would close a mile of lane. What kind of traffic accident could only be safeguarded against, by 8 miles of closed lane?
A traffic accident that puts the highway workers at direct risk, did not begin 8 miles ago.
