Explain this to me please:

If this service is from the CO then how is it going to effect all the customers that are on an RT and particularly those that could not get DSL prior to the RT, they basicly throwing them out the door?

Simple... they will continue to be served by existing (legacy) DSLAMs. (until they get around to upgrading those too.)
