In Verizon Territory, they tend to use Private, Non-routable addresses on the customer side when hitting the edge router. Generally, it doesn't have an RDNS so 10.8.7.1 is the ISP's router/his first hop outside of his network, whereas a Reverse Trace route reveals an IP address the edge router is really holding. Frontier is different in this case where the edge router IP presented in one's trace route is one that can be reached from the Internet.

Chutzler might be on not too good of a wireless link, hence his latency however that is awfully high latency to the router though. That should be at 1ms over Wireless or less than 1ms on Ethernet. Chutzler, see if you can correct that. If you are on Ethernet, check the duplex and give your router a reboot. Also, can you perform a line quality test from this site's tools section if you haven't done so? It sounds and looks as if you're on one of Verizon's Juniper ERX routers and are behind a particular Lucent switch that doesn't play nicely with the Junipers.
