Do you have a DirectTV dish and receiver? No? Congratulations! I guess you can't access DirecTV's signal then. Of if your ethics are flexible: Your property doesn't face a Southerly direction. Or you have a historical properly that doesn't permit dishes installed. Or an anal retentive landlord|HOA|condo association that doesn't permit dishes.

Unless there is a guideline that I can't find that stipulates what exactly "can't access" means, there likely will be little verification done other then a simple verbal question that is easy to say yes or no to. In the past, many people have "moved", otherwise known as lied about, their location for purposes of gaining a particular market's broadcast instead of their actual local station. Little verification was done with that other then ensure that the address existed and wasn't already a subscriber.

Edited to add: Here is the signup page. The page nor the FAQs make any reference to a requirement of legitimately not being able to obtain a signal.
