HSPA+ 21 Mbps is live in a fair number of markets...more markets than Clear has outfitted with 4G service at this point if I'm not mistaken. Since it's kinda hard to push 21+ Mbps over copper (I GUARANTEE that T-Mo isn't using DS3s to haul their bandwidth), the sites that support HSPA+ right now will likely handle an upgrade to 42 Mbps just fine.

It's supposed to be, yes. I believe the issue with WiMAX is building penetration or something similar. 2500MHz works wonders for near/non-line-of-sight connectivity...or, rather, just the opposite.
