I suspect that once a) Verizon has completed the commitments to build out several large cities that they're in the middle of, or b) federal dollars become available in the form of broadband stimulus; things will change.

*If* the network can be upgraded without taking dollars out of the bottom line, VZ will do it that way instead. Spending their own dollars is likely to be a last resort. Likewise, if they can finish upgrading the large cities they are currently "wiring" they can then layoff those techs - and hire new in areas they want to upgrade next. This keeps their employee headcount relatively stable and labor cost down. Contracts in most of the mid-Atlantic / Northeast areas expire next August - so it will be interesting to see what those contracts look like then.

Of course, if VZ can manage to provide a triple play over wireless LTE / 4G, then those services will all come wirelessly. I would expect that VZ would like to control all of VZW instead of the 55% stake they have. This means Vodaphone would have to be bought out. That could be quite costly - so who knows - maybe VZ will be satisfied splitting the profits - for a while.

Eventually, I expect HSI / Broadband will get to nearly every VZ customer - either from VZ or Government funded expansion - and eventually wirelessly for those hard to access / rural areas.
