It's coming. Frankly, their backhaul when they rolled out their 3g service (just 2 years ago, btw) was underwhelming at best. They were still stuck on 2-3 T1's per tower. Deploying fiber to 20,000 towers takes a while. And they've been deploying it pretty quickly imho.
