Ughhhh!

Can anyone explain to me why there is such a huge latency in my neighborhood (elmhurst) with Tmobile 3G.
I often run the Speedtest app on my phone and if I'm awake late in teh night I will see awesome speeds upto 1.8Mbps down and 1.3 mbps up.
However during the evening around 6-10PM just when I would like to use my phone (while Im not at work), speeds are unbearable (around 200-400kbps down and about 70kbps up)... and the upstream is so shotty sometimes that I can see the upload test stutter on the SpeedTest.Net and the FCC Broadband Test App on my Nexus One.
Is this grounds to complain to Tmobile to add more backhaul?
I suspect there are a lot of Tmobile users in my area who are actually on the 3G tower...
I simply would like to watch some videos using the YouTube and TEDMobile app without having the stuttering... Otherwise whats the point of paying for 3G when I cant use it like its meant to be used.
