kudos:2 | Android is licensed both under the GPL as well as the Apache Software License. So it's free, as in beer, and free, as in speech, in accordance with these licenses. |

It is open to the end user. Anyone can take android code, develop against it, slap it on a cell phone all at no cost to them.
They also could sell their repackaged code to a carrier and make tons of money without having to pay google a cent. |
