I'm confused

We get articles saying AT&T can't handle the traffic.

Then we get articles saying the exaflood is a myth and the infrastructure we have is more than enough for internet traffic.

It's mostly AT&T not upgrading their network, or only upgrading specific areas.

The actual internet backbone is capable of several magnatudes more traffic (several Tbits worth).
