Anandtech takes snr readings for all their smartphone reviews now; the iPhone 4 is consistently significantly worse in terms of signal strength drop for every category. The data is, at this point, quantitative and indisputable, whatever Apple says.

Every phone suffers from some drop in signal strength, yes. The iPhone 4 just suffers a heck of a lot more than any other device. Remember than decibels are logarithmic, so the ~25dB that the iPhone 4 loses is actually more than twice the loss of the iPhone 3GS's ~14dB loss.
