Is province Quebec like different country?

when you enter from Ontario for example?

Seems to like Quebec has much better market and better competition than Ontario including but limited to wireless phone market?

I only know that majority of population there speaks French and thats all.

P.S with the contract gone, now do they charge full retail price for handsets?

No, it's just another province (so no obvious demarcation when entering apart from a sign), although a lot of stuff is done differently (de facto control over immigration, if not de jure, different basis for legal system, different taxation structure, etc).

Quebec's wireless market is far less competitive than in Ontario, as Ontario has more competitors for that market. In terms of new entrants, Ontario got three (WIND, Public Mobile, Mobilicity), and Quebec got two (Videotron, Public Mobile).

The major player of the new entrants are WIND and Videotron. Unfortunately, whereas WIND chose to try to steal users from the incumbents by offering more value for the same money (most WIND plans have some sort of unlimited component), Videotron chose to set their pricing higher than the incumbents and rely on aggressive bundle discounts to try to compete. Customers that don't use Videotron for other services are unlikely to see Videotron as a viable option.
