GSM is based on time division multiplexing, so once it runs out of space it no longer supports more users. Code vision multiplexing will support as many users as it can until the call quality degrades too much. However you are lucky to use 3G only if you live/work in more urban areas.
Haha I know . UMTS is based upon GSM using GSM call setup and GSM AMR voice codec's upon the W-CDMA air interface vs. the older GSM TDMA air interface. I work for AT&T regional network operations
