While the program itself is not illegal, people often use it to download illegal content. Because of this, most providers take it upon themselves to hinder the ability to download via bittorrent, IE, throttling.
So yes, Rogers does actively throttle connections when they detect the use of p2p activity. What they do specifically is just drop random outgoing packets, which cause connections to reset. With the recent WoW expansion, Blizzard took it upon themselves to change the way the client communicates with the server and other users, supposedly to lessen the strain of network congestion on the client itself (basically make it more resilient). But the change also had the unintended effect of looking like p2p traffic, so ISPs (Rogers especially), drop random WoW packets, which result in exactly what you're experiencing. To fix it, you can set up a VPN to use. I would suggest using it for your torrents only, but if you have a decent one you can use it for WoW as well.

anon posted : WOW.

THANK YOU, DSLREPORTS.

I have been in a three month long battle with Rogers about this. I upgraded in October to Extreme Plus and immediately noticed incredibly slow speeds on both uploading & downloading. However, my bandwidth hit it's cap - I called in & asked how this happened & why do I have such slow speeds. I spoke to a total of twenty customer service reps over the course of two weeks and we did a variety of things to the modem, exchanged the modem (that I had just picked up for the upgrade), had two technichians come out (the first one told us everything was fine & he couldn't do anything - the second one came out & said we had some issues & he fixed them all) - nothing ever fixed the problem. To fix our usage charge issue, they gave us a $50.00 credit which was never applied to any bill.

My boyfriend & I are semi-heavy downloaders (when we had the speed) and we continued to attempt to download the torrents we normally would. To run even one download means that I can't even access a web page on the internet.

However I still incurred $112.00 for a usage charge during this - somehow racking up 215 GB in October - November at download speeds of less than 5 mbps (on a good day, with slower upload speeds). My father (the account holder) called in November to ask about this charge & they told us they would apply the usage charge credit on the next bill.

Today we recieved the full bill with previous usage charges - they just pushed the usage charges from October - November to this month.

Nice to see that they're doing nothing about this too. At least now I have my answer & I can move on to something else after they rape my wallet.

(I also had an issue today when one lady told my father we're not "allowed" to use our D-Link router even though it was a Rogers Tech. who set it up for us originally & I spent the next two hours tinkering with things to fix it AGAIN.

This was after "Judith" in Technical Support literally hung up on me (I told her to "wait just one moment please" so I could grab my father and when he picked up the line it was dead - NICE.)
