Then why is it "a bridge too far"? They've already done it in the past, just 10 small years ago.

There was a [weak] justification for line-sharing of the copper plant, which was quickly rescinded.

Fiber optic deployment, in the case of Verizon, was specifically and deliberately exempted from any form of line-sharing.

If you were to reverse course, and force them to share their fiber infrastructure, the damages would be in the billions, and you'd have a hard time convincing any other company to take such risks in the future, as investment capital flees.
