"All Circuits Are Busy"...

Since about 6pm EST, when calling into the home phone, I receive the message of "All Circuits Are Busy, Message....". When trying to call out, I just get a busy signal. Checked on the PP website, says "Some customers may have experienced a brief interruption to registrations."

I assume this has to do with my problem, so should the FAILSAFE number not ring in this case?

Failsafe only works if said provider (PhonePower) is up and operating smoothly. It is in place for us to be able to receive calls if our internet, power, etc. goes out locally to us.
