#1 What is the brand, model, and ver of your router?

For example: Actiontec, MI-424-MI, Rev C.

#2 What software firewall is on your computer?

#3 Are you using a wired connection OR wireless connection to the router?

Ok, since we suspect it is a wireless issue...

#1 What level of wireless is the router set to ( WEP / WPA ) ?

#2 What channel is the router set to? The most common channels, I think are: 1, 6, and 12.

#3 Do you have any cell or cordless phones?

I squeezed some more speed out of my wireless setup by making sure my router and my clients were all set to use the same channel. Also, it helps if you can tell the router to 'only' use 802.11g, and not use 802.11b compatability mode. Lastly, if you're having trouble with your speed, simply pick another wireless channel on your router; maybe there's some electronic noise in your environment.

alright...the router is in the basement, the guy who installed it said there wouldn't be any interference with it being down there. With my laptop top right next to the router I get the 15 mb/s I should be getting, but when I go upstairs im back down to .2 mb/s, even though im in the room right above the router. Upload is still at 5 mb/s regardless of where I am.

my signal strength is also at 99%, will probably end up just moving the router up onto the main floor, although i feel as though it should work fine where it is

Consider changing the router antenna orientation. In a multi-level environment, wireless seems to work better when the router is higher than the receiver. On the same level is even better.
