HDMI not working

I get the following msg on my TV screen, any ideas?

The set-tops HDMI port requires an HDCP-Compatible TV input. Please switch to a compatible TV input or do not use the set-tops HDMI port. Error code HDCP-019.

I have HDMI cable connect to my TV from the HD DVR, which is a Cisco. I have restarted the TV, the HD DVR several times, with this same message. I also switched out the HD DVR with a new one.

Try another HDMI cable.

Turn off your tv
Unplug the electricity to your tv
Unplug the electricity to your cable box
Plug your cable box back in, wait for it to boot
Plug the electricity for tv back in

Aside from that, try reseating the HDMI or another port on tv
Lastly, try swapping box out.
