None of this makes any sense, can someone explain this?

I've been with Velcom for 2+ years now, I haven't really ever had a problem with them. My download speed was always capped at 300kb/s (regardless of what method I was using) and my internet was always ~2.5mb. Last month I decided to get another connection for my family, so I got a second line (dry dsl) to my home (also velcom). Now the first thing that really surprised me was that the second line was getting speeds of up to 600kb/s and ~4mb. This doesn't make sense, because the second connection should be the same as the first (every time I called bell they tell me its always been my distance from their nearest center or whatnot), however I simply shrugged it off and thought I could survive with 2.5mb on my connection. However, recently, just after getting the second connection my 2.5 dropped to two. I called velcom and asked them to fix this if they can, and they opened a ticked to bell. A week later I was getting speeds close to 3mb. But that's when it started to go downhill. I had the 3mb speed for a week before it dropped back down to 2, then a week later to 1.5, then to 1.8, then back to 1.5, now for the last week I've been getting ~2, but today it dropped back down to 1.8. This doesn't make any sense, if my line is capable of getting speeds of up to 3/4, why am I getting 1.8? I talked to Velcom but all they said is that they'll open a ticked with Bell. Can anyone tell me why this is happening? Is it due to my second connection (which has had a solid 4mb connection ever since I got it), or is there another issue?
