Very slow download speeds, Upload is fine

I had CB installed 4 days ago. The only time it's actually worked was that very first day!

So far, AT&T has replaced the drop from the pole to box on the house, CB has replaced the phone line from outside box to a dedicated dsl jack.

Download speeds are less than 1MB on a line set at 5056MB, upload speeds have been steady and in range, averaging around 650kbps.

Nobody can figure this out. The modem/router is a Westell 7500 with the software v. 5.01.00.5.

All line speeds on the testers read the 5056MB. I don't get it at all. I tried to save a few $$ by leaving Time Warner/Roadrunner and I've regretted it ever since.

Anyone else ever experience anything like this?

This subject is moot I guess. Cincinnati Bell was/is unable to figure out what is going on with their own service.

I have already called and ordered Time Warner to be re-installed Monday, the same time frame that CB is schedule for another service call just to pick up the modem.
