hmmm I'm not part of the curcle of this but

I doubt Teksavvy is trying just give you the run around on this.. Due to the fact it's isloated and not everyone is having these problems, it would lead me to believe the issue lies between Teksavvy and you which is Bell's part of the network.

Bell has been moving people off remotes as of late who are with Wholesalers.. They also have a history of simply playing with profiles instead of fixing actual line issues, or congestion issues (if they exist)

Teksavvy has no choice at this point but to use Bell for their DSL product to reach your home. So normally you have to work with Teksavvy to get Bell to finally fix stuff..

It doesn't matter who you go with.. If it's a line issue or Bell ended issue, you will have these issues with any provider..

I just posted on my exp with the dysfunctional relationship between Bell & TS. I think you've hit the nail on the head, the same problem would exist with any provider of DSL using the same broken infrastructure until Bell actually fixes the problem. The problem lies between techs who lie about the problems when they report back on tickets, and the powerless position TS is in to send out a tech of their own to do a physical analysis on the line. Sad.

The CRTC is to blame in my view on this.. Bell should not be allowed to run their own retail internet while providing GAS services.. It causes huge bias and issue.

The end user network should be forced to be sold off or the retail internet should be sold off.. It needs to be a level playing field here so all is treated fairly.
