Huge increase in traffic will result, and the terms wont really be equal anymore.

Comcasts post clears this up. This is basically a peering dispute that level 3 tried to muddy up with talks of net neutrality. Stuff like this doesnt help the cause.

Anyone confused on this look up peering, paid peering, and settlement free peering.

If level 3 didnt like the terms they could have stopped peering, then they would have to reach comcast via some other paid transit provider, and comcast would have to reach level 3 via some other paid transit provider. Since level 3 has much more traffic to send, they would pay much more than comcast would, so thats why they went ahead with the deal.

Based on the routing tables they are not peers. Comcast was and still is using Level 3, among others, to transit to the global internet including reaching European networks.

Level 3 is a shark in negotiations and they are playing on the typical anti-cable bias of the so-called consumer advocates, by claiming a bogus net neutrality violation, in order to gain an edge in negotiations. The same thing OpenDNS tried to do against Verizon Wireless.

Everyone knows how to use the consumer advocates now - just whine and shout loudly about net neutrality. And you get 24 hours of uncritical press reports and 10,000 bloggers crying before the real truth comes out.

Possibly there could be some paid peering or transit agreements in place as well? Or some differences we arent seening between "level 3 CDN" and regular "level 3 networks".
