To clarify: they actually banned NEW fastfood restaurants, not existing ones.
It is messed up that almost all the businesses in ghetto areas are check cashing, fast food or liquor stores, but I would agree that this law seems overhanded.
It was most certainly proposed by an existing fast food franchise owner. Limits to competition will create artificial scarcity, driving up the values of existing franchises so they will be less likely to close and have the property used for something the community wants.

Its hard to define "fast food." Someone will try open up a community desired health food restaurant and the existing fast food franchises will get prevent it from opening, citing this new law.
