As expected, Rogers decided that instead of reverting their throttling changes they will simply update their network policy to indicate they are in fact going to throttle downstream :

I replied to the CRTC again and brought up a bunch of extra points. I also sent off a reply to Ken Thompson (Rogers's legal counsel) and responded to his point where he claimed no customer has ever complained to Rogers about the new throttling:

It is a blatant lie where you claim nobody else has complained about your new throttling policies. Should I provide client names/numbers? How exactly did you research that? I believe every time someone calls to complain about your throttling policies your support agents simply claim there is no downstream P2P throttling based on your published policy and simply close the case.
