problems with gas heat not coming on

We have a heating system with an upstairs and downstairs thermostat, and 2 units. Our downstairs heat is not coming on unless we move the switch from heat to off and then back to heat. Then it will work for a time, but the temp will eventually drop way below where it is set, and we have to move the switch again to get the heat to come on. Have installed a new thermostat, but still have the same problem. Heat and air folks came in yesterday, and changed our filters, but we're still having the same problem.
Can anyone suggest a solution? We're desperate at this point! :-(

Is this a problem that just started? The heat and air folks changed the filter? Did they say the filter was the problem? Did they actually charge you? The problem you're having could be caused by several issues, so it's impossible for any of us to diagnose over the Internet. I suggest you call another HVAC contractor. It sounds as if it's shutting off on a flame failure, and switching it off resets the primary control lockout. Many units have a flashing LED on the control board that will indicate the fault based on the number of, or a sequence of flashes.
When it's in a lockout this is what the tech needs to see in order to proceed.

i can see switching the power off doing that, but "switch from heat to off and then back to heat" sounds like she's switching the switch on the thermostat. unless the primary control lockout resets on each call for heat?

Interrupting the 24v feed to the control board terminal W either by lowering the setpoint or moving the system switch to off initiates a flame failure lockout reset.
