Block? What about NAT?

An ISP could claim, "we don't block DNS; we just NAT all DNS requests to our recursive servers, regardless of the destination address in the packet." Then they'll say that regulation doesn't apply to us because they're not blocking.

English is a difficult enough language to interpret correctly when its rules are followed, let alone when a writer chooses not to follow those rules.
