Besides, I doubt the management here would allow them to install anyway. They believe that people who live in Sec8 housing don't require satt or cable TV and that they should be spending their money on more important things.

Most low-income homes don't have cable installed, and won't for obvious reasons. Especially those subsidized by HUD oe sec8 vouchers/certificates.
