Ok, enough suspense already LOL
The outage ended within the hour.
My point wasn't about the outage, but the asshole I was connected to.
But yeah, it was resolved quickly.

Edit to add: I got convinced that the price difference might have as well been an innocent misunderstanding on my end without any malice on the providers end.
On the other paw, it's been long enough that I've gotten over it LOL
