I gather you want to stop paying money to some people, presumably by some sort of analogy with reducing payroll costs. Fine. Now what? Will you let them die in the streets?
Furthermore, a business is essentially there to make money for its owners by using the labour of its employees. Having a country operate that way sounds a little like the Egypt of yesteryear. Perhaps that wasn't what you meant by 'running a country as a business' either?
