[Cable] pc / xp slow

Cox preferred service is supposed to be 12+MB/sec. My desktop has been consistently getting .5MBs range for quite a while. Cox service was out and confirmed that there were no line signal / distribution box / cable modem or other line issues.
My xp laptop ran ~12MBs using same direct connect cable modem.

speedtest.net / speakeasy.net / & other sites give same slow results.
I've tried disabling mcaffee firewall, real time scan and other services - no change in results.
Here's the requested information - any help is appreciated.
Thanks

• So, one day you were around 12mb and the next day your speeds went down the tubes?

• Any new SW or HW installed on this box about the time the slowness started?

• No Zone Alarm.

• Power down the MODEM, router, and the box. Power up the router, then the MODEM, and then the box.

• Test here »test.lvcm.com/

• Ping your NIC

Open a Command prompt and type
ping 127.0.0.1 -n 10

C&P just the summary data at the end and not the whole ping test.

Assuming cable modem is not faulty, then perhaps there is a problem like a faulty or mis-configured LAN adapter in your PC.

The first thing I would do is test it with another PC.

It's possible to login to the web interface of the cable modem to see what it's doing, but if Cox looked at it, and they are right, then it's either a PC hardware or software issue, of course.

I would run diagnostics on the ethernet adapter in the PC, and swap the ethernet patch cable.

To rule out weird OS issues, a bootable Linux 'Live' CD will let you run an alternate OS on your hardware...if it works perfectly, then it's a Windows issue, configuration issue, or malware issue.
