I cloned my htc touch once, as long as I only had one on at a time, the provider would have no way to know, but if both phones connect to the network, the provider can see that and know something is wrong...
But to get a 30 hour day, as the article said they were billed for, would seem to require more than one connection at once if it was due to cloning.
