New problem

My ADSL2+ has been at 11.5 Mbit, but now, it's dropped by 1 Mbit. Now 10.5 Mbit. While the upload is still looking real good, still at 0.71 Mbps.

Are you talking about file transfer rate or DSL sync speed?

If you are talking about sync speed take a look at modem stats.

For end-to-end testing try doing a traceroute (tracert in Windows) to stable sites like Broadband Reports, you can also run the line quality test from the tools page. Latency should slowly increase with distance and hop count. Sudden unexplained jump could mean congestion at that or previous hop.
