Verizon is also pushing LTE as a home broadband solution for "underserved" areas, and LTE definitely comes with caps and overages.
Maybe the division of Verizon that is touting an unlimited free for all with FiOS should talk to the other division that claims that they need caps and overages to manage the network...

The problem we have today with flat-based usage is that you are trying to encourage customers to be efficient in use and applications but you are getting some people who are bandwidth hogs using gigabytes a month and they are paying something like megabytes a month.
