There actually is FiOS in the District, but the way the agreement with the city was worked out, the highest-income neighborhoods such as Dupont/West End/Georgetown can't have it until a bunch of the historically low-on-the-list-or-forgotten-altogether ones not only have it available but have also reached designated take rates.
