They are some type of POS interface for cash registers.

I'm sure there is probably a reason for it, but I cringe every time I see tie-wraps on fiber. If it dosen't kill you during install, it will hurt you when you have to work on it later on.

The tie wraps on the fiber patch cables are very loose just to keep them close to the rack
