Even if you do that you're still subject to throttling if you're unlucky enough to wind up in their top 5%.
You are only subject to throttling if you are in the top 5% AND
using a base station that is congested. Verizon said as such when they announced this policy. They have no incentive to throttle you if you aren't impacting other users.
