 | Confusion about speeds supported on ADSL2+ Hello everyone.

I am trying to understand "real world speeds" for ADSL, and was wondering if someone could explain those. Right now I see following from my ADSL modem:

Now my questions are:
1.Max speed is 23Mbps. Can this be really achieved?
2.What exactly is difference between Max 23Mbps and Rate 1999Kbps?
3.If everyone around me (who is sharing same think copper bundle) starts using broadband, will that deplete SNR or possible speeds?
I really need data about "real" world speeds and will really appreciate any help in understanding these values.

One more question:
assuming say 70% of people around me have "similar" line stats, can we say that under this perticular telecom exchange we can have speeds of over 10Mbps in average?

1) What is the fastest possible DSL sync speed.
2) What speeds are offered by your ISP
3) What is the aggregate capacity of the network.
Item three is important because fast DSL sync speed is worthless if the back-end cannot support multiple customers running at the higher speed.
