[PLC] Push and pull speed different from local to remote site

This was a general question asked of me without having access at the cisco configs
Push and pull speeds difference between the HQ site in Dallas and the remote site in NYC. Firewalls were removed from the equation I was also told.

The scenario: if the Dallas file server pushes a 100 mega file to the server in the NYC location it takes estimated 15 minutes.
But if they remote into the NYC site and pull the same size file down to the Dallas site it take 5 minutes.

Assuming they have the same data transfer speed in both directions.

I will ask who the ISP providers as soon as I talk to the tech in NYC.

My first reply was perhaps one of the service provider's had a routing latency issue.
I then set up Ping Plotter. The test reported that a constant 41 ms from Dallas to NYC was solid whenever I randomly performed the test.
The Dallas line has a private ip that goes into the ISP private ip cloud and then show up in NYC private address space.

One thing interesting I see is, as soon as the ping hits the ISP private ip address there's a 100 packet loss from the Dallas edge's default gateway to the isp's upstream router but thereafter it's a solid 41ms and no other packet loss to NYC site.
I have looked at some other forum posts and replies varied indicated that this is irrelevant.

I'll supply what the ms from NYC to Dallas as soon as they allow me access to run the same ping test in the opposite direction.

I'm going to assume its going to be faster due to what I've been told about the data transfer or am I assuming too much.

With the Ping Plotter test showing no routers showing high signs of latency.

My thought was to set up a Dallas pc to NYC pc and run a ftp file transfer and see what the results show.

My question is
What other simple steps can or should I take to determine or troubleshoot the differences in the file transfer from Dallas to NYC without having access to the router's configs?

I plan to set up wireshark this week as well.

Sorry in advance for not providing all the details but as soon as I have more I will provide them.
