No. I am saying that they give a discount if you use your data ONLY on a smartphone. You agree to use it ONLY on your smartphone as a condition of getting the reduced price. This has nothing to do with software that runs on the phones. As long as the data is being used on the phone only you are within the agreement.
Otherwise we will just go back to the days of $45 for 5GB data plans no matter what device you were using. Oh wait a minute, that's what the tethering plan is, effectively.
