No meter in Central IL.
I still get this on their website:
AT&T is not able to capture usage data on all of its customers. Customers whose usage is not available for viewing should not be concerned about their usage patterns for billing purposes.

This is what I'm seeing in San Diego as well. I've been getting that same message ever since the caps were announced. It doesn't inspire confidence in me that they will bill us correctly once they do get it up and running.
I mean heck, why announce an effective date for the caps if you don't even have the backend monitoring setup for it?
